Sarajevo, 18th December, 2025 - As one of guests at the FTV Plenum show, dedicated to innovation, science and technology, Rijad Kovač, acting director of the Development Programming Institute of the Federation of BiH, emphasized the importance of strategic planning for the country's progress.
Strategies represent the basic framework for development, without a clear plan, it is not possible to achieve the long-term society goals.
Edin Škaljić, expert in innovation and intellectual property protection, talking from practical perspective, pointed out that the lack of coordination between different levels of government, as well as absence of a systemic approach to innovation, are key obstacle for development of young innovators in Bosnia and Herzegovina. There are positive cases, whose work is narrowed since there is no legal framework.
Deputy Minister of Education and Science of the Federation of BiH, Marko-Antonio Brkić, announced that the Law on Innovation is drafted in the Federation of BiH, reminding that the law alone will not bring needed changes, if it is not supported by a clear strategy.
In the context of innovation, Rijad Kovač emphasized the need for a broader approach that connects science, technology and innovation, explaining that in addition to innovation law, we need a strategy that connects science, technology and innovation, since they form the society knowledge chain.
The ultimate goal of an integrated planning system is economic growth and population retention in the country.
