Neum, 15 -16 September, 2021 – Two-day meeting of the Network of Cantonal Development Planning Practitioners gathered, along with representatives of cantonal development units, representatives of the Development Programming Institute of FBiH and members of the Council for Implementation of Sustainable Development Goals in Bosnia and Herzegovina, consisting of representatives of the entities, Brčko District and the state level.

During the two days of work, there were discussions on the progress of all cantonal units in development planning, the process of adoption and implementation of strategic documents at the cantonal level, as well as action plans and acts obliging ministries to three-year and annual work planning, monitoring and reporting. Regarding the three-year and annual work planning, monitoring and reporting, there is a plan to start with training on the proper implementation of the process for officials in cantonal ministries.

Participants also discussed the process of adoption of the FBiH Development Strategy 2021-2027, and the realisation of training for federal ministries’ officials in relation to the implementation of the Decree on triennial and annual work planning, monitoring and reporting in the Federation of BiH, further capacity building, the role of the FBiH Development Council, cantonal councils.

Representatives of the Council for the Implementation of the Sustainable Development Goals in Bosnia and Herzegovina presented the BiH Voluntary Report on the Implementation of the  Agenda 2030 and the Sustainable Development Goals, as well as the process of drafting and the content of the Framework for the Implementation of the  Sustainable Development Goals in BiH. Then, there was a discussion about further improvement of the development planning process in the Federation of BiH, as well as the implementation of the Sustainable Development Goals through strategic development documents. An example of Cementara Kakanj was presented, as a successful business applying the Sustainable Development Goals.

Establishment of the development planning system in Bosnia and Herzegovina, from the municipal to the state level, has been supported through the activities of the Integrated Local Development Project in BiH, a joint project of UNDP and the Government of Switzerland. The meeting was a kind of a farewell for the representatives of the Project, as the Project finalizes its activities. Development planning practitioners expressed their gratitude to the Project's contribution to the establishment of a functional development planning system connecting all institutional levels in Bosnia and Herzegovina.

Further process of development planning in the Federation of Bosnia and Herzegovina will continue throughout the established system and the application of legal acts, with further needed upgrades. The key coordinator of the development planning process in the Federation of BiH is the Development Programming Institute of FBiH.

The event is hosted by the Government of Herzegovina-Neretva Canton, supported by ILDP, Development Programming Institute of FBiH and the project "Support to Preparation for the Implementation of Sustainable Development Goals (SDGs) and Private Sector Engagement" (funded by Sweden and implemented by UNDP in BiH).
