Coordinating role of central bodies of government

Representatives of European Profiles, a European organisation dealing with issues of development of central bodies of government in Bosnia and Herzegovina, spoke on May 22 with the representatives of FDPI about the importance of the project ''Blueprint of Development of Central Bodies of Governments in Bosnia and Herzegovina'' and about the role, tasks and activities of the Institute in this.

While presenting the project, Prof. Panagiots Karkatsoulis, PhD, head of the EU financed project, said, among other, that it was very important to establish coordination among all governments in Bosnia and Herzegovina, starting with the Council of Ministers of Bosnia and Herzegovina, over entity governments to Brčko District Government, and that in this context, the coordinating role of central bodies of government was very important in the development and implementation of strategic development documents – action plans and annual programmes for their implementation. In addition to Prof. Panagiots, PhD, Nenad Rava, PhD, an expert on policy development and impact assessment from European Profiles, also participated in the discussion.

Project goals are based on goals of the Public Administration Reform Strategy of Bosnia and Herzegovina that the Government of the Federation of Bosnia and Herzegovina adopted in 2006 and one of the key goals of the Strategy is the improvement of structure, capacities and effectiveness of central bodies of government in order to strengthen policy development systems at all executive branch levels.

Representatives of European Profiles expressed their full support for the success achieved by the Federal Development Programming Institute in relation to the development and implementation of three year work plans of federal ministries and annual development programmes and plans, and promised full support in creating and developing a high-quality information network for the purpose of implementing the project that strengthens coordination bodies/units at all government levels. In this respect, the Federal Development Programming Institute has a crucial role. This project, as outlined by Ljubiša Đapan, Director of FDPI, will considerably improve the implementation of already adopted development strategies and annual planning and reporting on the work of governments and ministries, both at the Federal and cantonal level.
