Sustainable Infrastructure and Spatial Development of the Federation BiH - Multisectoral Consultations for the Creation of the Development Strategy of the Federation BiH 2021 – 2027

Sarajevo, November 18, 2019- Energy and energy efficiency, transport and communication infrastructure, environment and communal infrastructure, natural resources management are topics discussed during the multisectoral consultations that resulted in proposals of measures and priorities for the implementation of the goals for the Federation of BiH Development Strategy 2021-2027. This was the last of the four workshops to discuss the development plan of the Federation of BiH in the areas of economy, society, sustainable infrastructure and space, and good and inclusive governance.

Increasing the energy efficiency and reducing industrial and transport negative environmental impact, are among the EU policy focuses. These are automatically obligations of Bosnia and Herzegovina, taken in consideration our ambition to become an associated member.

Crucial for the improvement of the energy sector in the Federation is the transformation of the energy sector toward the market business principles, along with the introduction of the corporate governance principles in public companies. At the same time, restructuring of coal mines should be carried out in order to increase their productivity and competitiveness of the thermoenergetic sector. The concept of the energy sector modernization implies clean energy production, with concern for energy efficiency, which is directly related to the reduction of GHG emissions.

The development of transport infrastructure requires establishment of an adequate legal framework for spatial planning and the resolution of property legal relations. It is also important to strengthen institutions by strengthening positions at the expert level, to support decision makers. In order to reduce pollution, it is necessary to increase the number of electric vehicles and to develop infrastructure, as well as to promote active modes of transport (cycling and hiking).

Environment protection in the Federation requires improvement of the legal framework, with its consistent application. Fiscal policy should introduce the obligation for those who pollute the environment and use natural resources, to pay. It is necessary to educate people about the importance of biodiversity and climate change. Sustainable management of forest resources is a prerequisite for the conservation of forest ecosystems and their mitigation of climate change effects.

Faster development of broadband communications infrastructure will enable a sustainable and competitive economic and social digital environment. At the same time, it is necessary to ensure the quality and accessibility of universal communication services to all end users, with adequate users' protection.

The discussions on subjects wrer led by professors Mirza Kušljugić, Kasim Tatić, Izet Bajrambašić and Nedim Čelebić, who were encouraging representatives of key economic development actors (Government of the Federation of BiH, Federal and Cantonal Ministries, Chaimbers of Commerce,...) to agree and propose measures, priorities and goals of the Federation of BiH development.
