Situation Analysis of Demography and Social Policies in the Federation of BiH - Workshop for the Creation of the Development Strategy of the Federation of BiH 2021 – 2027

Sarajevo, October 04, 2019 -  Situation in demography and social policies in Federation of Bosnia and Herzegovina were analized today at one of the workshops related to the creation of the Federation Development Strategy 2021 - 2027. The integrated Strategy will define main guidelines for socio-economic progress that will result in better life of citizens of Federation. The organizer of the workshops is Federal Institute for Development Programming, with the support of the Government of Federation.

Depopulation and population aging are main demographic processes in rural and urban parts of the Federation and the whole BiH. According to the Census in 2013, the Federation has a population of 2,219,220. A serious warning for the demographic survival of the Federation of BiH is the trend of decrease of population in villages, given that villages are a major soil of bio-reproduction.

Main changes in the population structure are reflected in the decrease of the youngest population age 0-14 years, decrease of the birth rate, the aging of the population reflected in the increase in the population over 65 years. An additional problem is the emigration of citizens to European or other countries.  Major concern is the exodus of educated and professionaly specialized young people in their reproductive years. In addition to the economic reasons for the emigration of the population, there is an increasing dissatisfaction with the overall political and social environment in which the ordinary citizen does not find the meaning of life.

The existing social protection system in the Federation of BiH is inefficient and unfair, it needs comprehensive reform. Such a system allows a large part of the benefits to go to those who do not need it, but not to the poorest who need it most. Because of an inadequate policy, assistance does not reach those who really need it.

The moderators of today's workshop were Professors Alma Pobrić and Nedim Čelebić. The participants are representatives of key actors in the field of demography and social policies (Government of the Federation of BiH, Federal and Cantonal ministries, institutes and agencies, ...). During the work, problems, potentials and challenges in this areas were analyzed and solutions were proposed to improve the situation.
