Second Meeting of Cantonal Network of Practitioners Held Through Video Link

Today, November 11, 2018, the second meeting of cantonal practitioners’ network through video link was held, the meeting was about the development management. Organization of this type of meeting is a result of the initiative for the development practice exchange, more frequent than the usual classic semi-annual meetings.

Present at the meeting, along with the Federal Institute for Development Programming that was the organizer, were representatives of the seven cantons (Tuzla Canton, Zenica-Doboj Canton, Canton 10, Central Bosnia Canton, Posavina Canton, West Herzegovina Canton, Bosnia Podrinje Canton Gorazde) and the Integrated Local Development Project (ILDP). ILDP, a joint project of the Swiss Government and United Nations Development Program (UNDP) in Bosnia and Herzegovina, supports cantons and the Federal Institute for Development Programming in the process of uprising an institutional systemic approach in the area.

The participants of the meeting are informed about the dynamics of development management activities in the cantons, as well as the forthcoming process of drafting the Development Strategy of the Federation of Bosnia and Herzegovina (FBiH). Once again, the key role of the cantons in this process was emphasized. Representatives of the Federal Institute for Development Programming reminded that the FBiH Government recently adopted a Regulation about establishment of the FBiH Council for Development, this officially initiated the process of drafting the FBiH Development Strategy. In the coming period, the appointment of other key working bodies is also expected. It is planned that the FBiH Development Strategy will be completed by the end of 2019.

After the discussion about the status of the regulations related to the Law on Development Planning and Development Management in the FBiH, the focus was on the regulation on the development index. A team of experts that was creating the FBiH Development Index created the regulative document that is about to be in the process of public consultations. The newly created methodology for FBiH Development Index calculation is produced based on the professional experience of the Federal Institute for Development Programming experts and shared practices of colleagues from neighboring countries in region, primarily Montenegro and Croatia.

At the end of the meeting, the results of the ILDP assessment of the capacities for planning and management of development in the cantons was presented. Generally, we can say that the level of establishment of process and structure is constantly increasing, from the initial 22% in 2014 to 60% in 2017. Tuzla Canton, Sarajevo Canton and Zenica-Doboj Canton are still dominant. The most space for improvement is shown in Herzegovina-Neretva and Una-Sana Canton. In 2019 will ILDP reward project proposals, coming from the two best cantons, budgeted up to $ 180,000.
